EMI, in partnership with Quezon City Government completed the Quezon City Climate and Disaster Risk Assessment (CDRA).


One of the two major tracks of this project was to update the hazard and risk assessments of Quezon City for earthquakes, floods, landslides and climate change. The outputs are core to all planning processes of the city including government-required contingency plans, Local Disaster Risk Reduction and Management Plan (LDRRMP), Climate Change Action Plan, Comprehensive Land Use Plan (CLUP), and Physical Framework and other local development plans. A high-resolution exposure database served as input to the hazard and risk assessment models. Indicators, hotspot barangays (village), web-based data sharing platform, and a risk profile and atlas were provided as additional tools for planning, monitoring, evaluation and to support data-driven and science-based barangay level and community level planning and preparedness efforts.


The second track of the project focused on the development of tools and roadmap for managing complex emergencies. This track was supported by a shelter analysis and resource needs analyses. Extensive IEC materials were developed and provided to the city government to use as reach out materiel for awareness raising. Climate change and gender considerations for all products are prioritized in the development process. Consultative and training workshops were held throughout the duration of the project.


The particular tasks and deliverables of the project included:

    • Collected data from various city government departments and relevant national government agencies and conducted consultations with the different data holders regarding data organization, structure and metadata collection,
    • Digitized and transformed relevant data into editable GIS formats to generate the exposure database
    • Prepared the GIS platform in consultation with the technical working group and relevant IT specialists in the city, which included the determination of the architecture, software, and hardware required for the GIS platform
    • Trained personnel of Quezon City on the use of the GIS platform integrating the developed platform with existing database systems of the city government.
    • Reviewed previous risk assessment studies to determine applicable analysis methods, limitations, and resolution for generated data and modeling
    • Completed a building level earthquake hazard and risk analysis for M7.2 earthquake scenario of the West Valley Fault. Calculated loss parameters and aggregate by the 142 barangays (i.e., districts) of the city.
    • Developed climate impact flood risk study
    • Provided climate change projections for rainfall, temperature, climate extreme projections, tropical cyclones frequency and severity, and impact on the City's mission essential functions.
    • Completed an RCP 8.5 100-year flood susceptibility analysis at street level resolution
    • Completed a high resolution landslide susceptibility analysis.
    • For each of these hazards, completed an assessment of the impacts on population, buildings, critical point facilities, and infrastructure for the 142 barangays (or districts) of the city.
    • Assessed the impact of secondary effects such as the spread of waterborne diseases for the flood hazard or liquefaction and fire following for the earthquake hazard.
    • Develop a scenario for how such hazard impact can determine the parameters of complex emergencies and their management process.
    • Developed high-resolution maps to pinpoint spatial distribution of the severity of hazards and risks together with exposed assets, resources, and population.
    • Identified hotspot barangays and developed maps to display their spatial distribution in Quezon City to identify areas where in all likelihood the impacts will be the greatest.
    • Generated narratives on the city’s history, development patterns, neighborhood structures, community engagement, demographics, natural environment, administrative structure, emergency management organization, DRR activities and gains, and information on hazards, vulnerability and risk through the Risk Profile and Atlas
    • Developed web-based visualization tools such as Salesforce's Tableau to turn the database into a user- friendly web-based knowledge sharing platform and enable seamless and instantaneous sharing of data generated among relevant stakeholders
    • Conducted shelter analysis to identify locations of all resources, including district evacuation sites of the city government and inform solutions that shall support off-site and remote operations for Quezon City
    • Conducted resource needs analysis that provides baseline information for recovery of mission essential functions following any major disruption.
    • Conducted training/workshop in order to train/capacitate personnel and community stakeholders at the barangays (village) on the various planning tools, techniques and skill sets employed in the conduct of the Risk Assessment Study, usage of tools for complex emergencies, including database management and maintenance of the GIS platform.
    • Integrated gender-sensitivity criteria to planning, design, implementation, monitoring and evaluation of programs, projects, and initiatives.

Pasig City and EMI developed tools and products to build the city's resilience to emergencies and disasters.


The main objective of the project was to strengthen and update the Disaster Risk Reduction and Management program of the Pasig city government. This project included a comprehensive analysis of the legal and institutional context in its situational analysis as a basis for DRM planning. EMI updated the landmark study in 2012 (Pasig City Resilience to Earthquakes and Flood) which provided DRM parameters, policies and plans which enabled the city to become a model in disaster risk reduction and management in the Philippines.


The project team carried-out the following services within the duration of the assignment:

    • Developed barangay (village) – level Disaster Risk Reduction and Management (DRRM) plans according to government standards and requirements;
    • Identified hotspot barangays (i.e., most vulnerable barangays) for earthquake hazard, flood hazard and combined hazards.
    • Updated Geospatial Exposure Database (GSED) for the city with building-footprint resolution and including the latest information on earthquake and flood hazard, vulnerability and risk.
    • Conducted high-resolution Flood and Earthquake hazard and risk analysis. The earthquake analysis is at 260mx260m resolution, which is 16 times improvement in resolution than the previous study. The flood hazard is at street level resolution.
    • Updated the Pasig City Risk Profile and Atlas providing the latest exposure as well as the hazard, vulnerability and risk information for the city.
    • Developed DRRM for Health Emergencies according to Philippine Department of Health guidelines.

Strengthening Emergency Preparedness and Response Capacity of Tanzania


The project is a technical assistance support to the Prime Minister’s Office - Disaster Management Department (PMO-DMD) to enhance disaster risk management focused on emergency preparedness and response capacity at the national level and support to the Dar es Salaam Multi-Agency Emergency Response Team (DarMAERT) for capacity building to reinforce its emergency preparedness and response capabilities. Through a co-design and participatory process with key stakeholders, the project carried out a complete diagnosis of Tanzania disaster risk management system at both the national and sub-national levels with the goal and provided a roadmap, an action plan and a training program to improve the current practice and the institutional readiness level and capacities.


The project completed the following deliverables for the national level track:

    • Legal and Institutional Arrangements in Disaster Risk Management study which entailed a review of the laws, policies, plans and regulations to align with international frameworks and global sound practices;
    • Update of the Tanzania Disaster Communication Strategy;
    • Capacity Needs Assessment for the National Emergency Operations and Communications Center (NEOCC) with recommendations to achieve Level 2: Evidence of Intermediate Implementation of the Building Block Approach and prescribe Management Structure of the Future NEOCC;
    • Update of the Tanzania Emergency Preparedness and Response Plan to add information for specific hazards or response functions.


The project project completed the following deliverables for the local level track:

    • Flood Contingency Plan;
    • Pandemic Continuity of Operations Plan;
    • Tsunami Contingency Plan;
    • Standard Operating Procedures for the Emergency Response Functions.
